Strategies to End Homelessness develops and issues comprehensive monitoring policies and procedures for program activities, with specific actions and objectives. It is the goal of Strategies to End Homelessness to manage subrecipients in a fair and consistent manner and to effectively ensure the programs are being conducted appropriately. Monitoring is one of the primary mechanisms by which this is accomplished. Monitoring is an integral management control technique and a HUD Continuum of Care standard. The overall goal of monitoring is to ensure that programs and processes are performing in accordance with their statutory and funding requirements, employing efficient management principles, and the objective standards established by both the funding source and the CoC Board (aka the Homeless Clearinghouse, on which Hamilton County has a seat).
