HMIS (Homeless Management Information System)

The U.S. Department of Housing and Urban Development, under congressional mandate, required all Continuum of Cares to implement a Homeless Management Information System (HMIS) for the purpose of gathering information on homeless persons to support planning, programming, housing creation, and access to systems of care. 

Strategies to End Homelessness collects data for the HMIS through locally designed and managed software VESTATM owned by The Partnership Center, Ltd. VESTATM was created in 2001 as a simple case management and reporting tool for several family homeless shelters and was later expanded to serve the CoC's HMIS needs.

HMIS funding

The Cincinnati/Hamilton County HMIS system is supported by a grant from HUD through Strategies to End Homelessness. The HUD/HMIS grant requires a 25% cash match which is generated locally through agency fees.
